With the rapid development of computer and network technology, the rapidexpansion in the electronic government affairs in China, the tax authorities as a nationalimportant department, leading on the business processing and information office. Due tothe agency personnel, frequent adjustment and business volume also increased year byyear, the traditional manual file management mode and business tax information out.Aiming at the problem of manual records management inefficiency, national tax intax archives management puts forward the development of tax archives managementinformation system, are looking forward to establish a unified specification tax archivesmanagement platform, to strengthen the citizens shall pay taxes according to law, and atthe same time can strengthen the tax source monitoring, raise quality and efficiency inthe process of tax collection.The tax files information management information system in the electronicsignature law "after the should be potential. This system adopts the "synchronousarchive, centralized, authorization management, online application" management model,focus on the technical architecture strengthened the management of authorization, fileencryption and digital signature based logging system. Through to file AES encryptionalgorithm, based on the digital signature of the logging system to hash algorithm andRSA algorithm, and at the same time to strengthen the management of authorization, soas to realize the centralized management of documents, at the same time in a safeenvironment to realize the file upload, download, share, authorization, and otherfunctions.The system USES the MVC design pattern, through the interactive system isdecomposed into model, view and controller of three parts, so as to realize theseparation of the data layer and presentation layer, and SQL Server as the databaseServer, Web logic Server as an intermediary Server, using B/S structure mode, make thesystem more stable, more flexible.In this thesis, the main research contents and system design work is as follows:(1) are analyzed in detail the MVC design pattern of thought and developmentprocess, based on J2EE B/S structure in the application of the system separately, thisthesis proposes a tax archives management information system based on MVC model of development methods.(2) the system design is to use three layer architecture development mode, theauxiliary business operations and maintenance monitoring platform is the core content.The first layer is data storage layer, is used to connect to the database server, usingOARCLE11g; The second layer is the business logic layer, namely the middlewarelayer, USES the BEA WebLogic development approach; The third layer is datarepresentation, this is the direct contact of the user layer, the user enters the systemusing a browser, do not need to install the client program.(3) this system according to the characteristics of the tax files, designed a series offunctions, generally meet the needs of the tax records management.(4) the requirements and characteristics in this thesis, focusing on the analysis ofthe tax files, according to the characteristics of the tax archives system, using softwareengineering method to the macro system design and development in detail, in order toachieve optimal results.
