Archive is the valuable record of a national institutions, social organizations or individuals in their social activities. As a kind of native information, archive has great historical and real value. It is becoming a basic resource and strategic factor of production which promotes the national economy and social development.With the rapid development of computer information technology, the government's working mode is quietly changing. It's a common understanding that E-government has a important impact in enhancing the level of government services and improving administrative efficiency.When building E-government,we must think about how to transform and centralizly manage kinds of historical records and documents that formed in the traditional management activities of government departments.As a special kind of digital files, the formation of electric archive completely changed the original archive management and how to establish a comprehensive electronic archive management system to solve the current difficulties in mass paper-based archive management issues has become an important research subject of archivists.Based on such a background,according to national E-government standard directory system,through using mentadata to describe features of archival information resources,the system can manage the archive files standardly.It provides indentification,destruction,report printing,statistics and a series of management functions.Each funtion modular can word effectively as a whole to reducing the burder of records management staff.It can promote the File sharing between departments and public,thereby enhancing the efficient use of archival resources.Firstly,this paper introduces the research background of the subject and the concepts involved in the file management system briefly,such as J2EE,digital watermarking;then items the system's detail design and the overall implementation plan based on J2EE.what's more,it introduces two key technologies involved in the system:TopLink deals with unstructured data in XML-based persitence and anti-printing scanning digital watermarking technology based on DCT domain;Lastly a detailed description of two key modules referred to key technologies were introduced in the system,including file management module and the digital watermark processing module.The entire system-layer and functions are clear and has a vast reference value to the persion who is devoted to the building of digital archives.
