Automatic hydrological information telemeter system is an important componentof information on water conservancy. In order to make exact forecast and dispatch, thehydrological information was collected and processed. In this system, the mode ofhydrological information transmission was very important. The conventional modes ofhydrological information transmission include ultra-short wave and wired dial in thePSTN. With the rapid development of information and communication technology,especially mobile related technology, more and more applications are moving to themobile communication network. So this thesis leverages Short Message Service in theGSM network to transmit the hydrological information. It is a new way and method forhydrological information transmission.This thesis first presents the components of the hydrological information automatictelemeter system, and then compared with the conventional modes of hydrologicalinformation transmission, analyzes the reality of mobile system and the protocol of theShort Message Service in the GSM network. After that, the thesis discusses ATCommand and how to develop programs to receive and send short messages via GSMnetwork. Finally, the thesis describes the shortcomings of Short Message Service incontrast to GPRS network. The transmission of hydrological information in the GSMnetwork is a new break-through on water conservancy.
