The detecting terminal in charge of the rainy information collection and transmission, it used the sensor technology and low power consumption designing, the solar energy cooperate with the battery to be the power supply mode, to adapt the wild environment; it can automatically complete real-time collection of water level, rainfall and so on, and it will send the date to the information center by GPRS communication network.The information center use the Object-Oriented and WEB framework technology and built a system which realize the integrated data processing and storage, data management, measuring terminal configuration management and data sharing in one of the information service system with the SQL Server2008as the date base platforms. The system will finish the date receiving, verity, translating,fake excluding, operating and so on, saving in to the rainy information data base system follow the specify standard; allocating the relate information of detecting terminal by real, detecting the running condition of terminal; according to the user level management, user right allocating and so on.By the practical test, system have the characteristic of fast collecting speed, high accuracy, normal communication, stability job and so on, basically reaching the standard and requirement of rainy detecting system In the end of the novel, there is an objective evaluation to the system properties, and come up with some improved advise.
