With the introduction of the government policy on revolution of medical system published on4/6/2009, the public health structure, health service system, health assurance system and medication supply systems are required to improved, at the same time, another8operations including health system management, operation, investment, pricing and monitoring, etc, will also be enhanced along the same track. These4systems and8operations are referred as the "4standings and8poles", IT construction had already become a core content of public hospital system revolution. Through IT construction, clinical treatment can be further optimized and simplified, to free doctors and nurses from tedious fundamental and repeating jobs, and to return meaningful treatment time to the patients by shortening the wait time, to minimize the harm introduced by the diseases, and to provide solid backups for clinical treatment. The thesis describes design and implementation of data interfacing application between HIS and HR systems. After a thorough research on the existing HIS and HR systems’ operation and process, a series of problems were identified, including isolation between systems, lack of information sharing, inaccuracies amongst basic information, repeating workload in different departments, etc. The thesis introduced the necessity of consolidating information systems, and carrying out the design methodology and operation process of HIS and HIS data interfacing. The data interfacing application provides a data platform for the further development of the unified IT operations. The thesis introduces the system interfacing part of the Hospital Information System (HIS), including three sub systems-base information comparison system, data conversion system and automatic authorization system. The system design methodology was developed through the study of the demand of data interfacing, along with the characteristics of HIS functionalities and the actual demand, with the focus on base information comparison and system data flow, as well as system security and design of database. In consideration of user needs and the nature of hospital operations, each sub system was designed with its own means, each sub system was specifically introduced and demonstrated in this thesis. For system implementation, the system utilizes the comparison chart to solve the issue of the inconsistency between employee numbers and the respective division numbers, to further enhance data completeness; at the same time, to unload some of the administrator’s workload via automatic data conversion and automatic authorization; the system also realizes various data operations via data windows, to strengthen the administration and user interface. At last, the thesis talks about the system testing of the whole system interfacing development, to ensure its quality and reliability via the appropriate testing approach. The interfacing system implements clear layer categorization and integration of individual modules, therefore, it comes with a great potential of system expansion, cost effective development, easy adaptability, etc. The system had a good performance evaluation after it went live, significantly lowered the work intensity of hospital staff, increased the work efficiency and at the same time, regulated the hospital operations and processes.
