With the development of network and the requirements of customers, providing amore reliable, stable and high-quality network service becomes very important. And itneeds enlarge network frequency conversion after the network capacity expansion andthe network change. Now the traditional frequency planning mode, which combiningwith the GIS simulation, is mainly according to the cellular structure model. It cannotsatisfy the requirements of communication network frequency planning due to theirregular network and the differences between propagation model and actual wirelessenvironment.The increasing adjacent frequency interference in the network causes the lowRxQual, high call drop and other issues. MR turning frequency, combining with keyperformance of network, is designed and implemented to optimize the network inChangsha Mobile Company based on domestic and foreign research of techniques andsolutions for frequency optimization.1. As current development of communication and frequency optimization, thestudy of domestic as well as foreign techniques and solutions can give a clue forrecent network problems in Changsha Mobile Company. The report, which is in-depthanalyzed from distance, quality and level dimensions of wireless measurement, filtersout the cells which has high interference and low RxQual based on MR measurementresults and propagation model. All the analysis data are directly come from cellphones; therefore, it reflects and closes to the real network environment.2. The final frequency optimization program is determined by the analysis of theadvantages and disadvantages of each turning frequency program, combining with thecharacteristics of the network equipment in Changsha Mobile Company. It can solvethe network interference, call drop issue, poor customer impression and so on.Through the analysis of MR data on Abia interface and combination of thegeographical patterns, this program can reach a comprehensive, accurate and realnetwork performance. In addition, it can locate each cell for analyzing, reducing thelabor and resources costs for field testing and analysis.3. To realize the reduction of frequency uplink interference, collecting andprocessing the network data and MR data first, and then using AFP to calculate theuplink interference value of each frequency by setting the software initiative to avoid the critical uplink interference when it divides the frequency automatically. Theoptimal frequency chooses from the frequency table which generated by AFP, and it isthe further implementation of frequency planning verification and fre quency programexamination. The practical implementation should emphasize the key pointscontrolling, drive testing and each link connections. After completed the turningfrequency program, it is necessary to focus on the KPI indicators, keep working oncell performance monitoring and optimization protection.4. The interference indicator, performance indicator and customer complaintsassess the overall turning frequency program results. Therefore, the interrelatedcomparison between relative indicator and actual performance has proved the MRturning frequency performance is close to the actual network performance. Theeffective using of frequency resources in the program can optimize the recentfrequency structure, reduce the network interference, and improve the KPI indicationsas well as the customer impression. This program, which achieves the lowestfrequency interference in Hunan province, will not only significantly save the costs oflabor, but also make the resolution more accurate. Moreover, Hunan MobileCommunication Company award the Technology Innovation to this program.
