The electromagnetic waves which carry different frequencies are the carrier of passing wireless communications. In the mobile communication system, there is very limited frequency resource. It becomes a systematic and necessary optimization method which is how to maximize the allocation of limited frequency resource in network planning in order to improve the frequency reuse, expand network capacity and maintain the users’good perception in the expansion of network. Therefore frequency optimization is an important and indispensable part of the mobile communication network planning and optimization.First of all, it is introduced the research background of the subject and the purpose and significance of the frequency optimization and explained the concept of cellular frequency reuse.And thenit is analyzed and explained the traditional frequency planning techniques and their technical defects. Based on this, the new frequency planning and optimization method is proposed which is the subject of this paper-design and research of GSM network frequency optimization based on measurement report (MR). The MR datawhich is used in this paper comes from real users’ mobile terminals and the generated interference matrix can simulate the interference in small range of network. The optimal solution will be found according to the interference matrix and genetic algorithm as to achieve the purpose of optimal network configuration.This subject is an applied research which relies on the simulation platform of frequency optimization in my company. It is developed under the network needs from Kashi Mobile Division who proposed the frequency needs according to its own network. The Kashi GSM network got obviously improved after implementation of the design planning of this subject, further reduced the interference within the network and the rate of dropping calls and improved system capacity and frequency reuse. The application effect of frequency planning which is based on MR is recognized in practice.
