In recent years, with the rapid development of mobile communications, industrycompetition has become increasingly intense, the user require that communicationnetwork quality would be getting higher and higher. How to improve network utiliza-tion and make a plan for assigning the resources rationally, improve the quality ofnetwork, these problems need to be solved urgently by communications operators.Network optimization is the best way to solve this problem, to identify the problem ofnetwork by analyzing the current network status, optimization program must be de-veloped according to the results of the analysis, and network resources will be con-figured optimum.All the resources of the GSM network, the limited frequency resources is the mostvaluable, therefore, the rational allocation of frequency resources is very important.The frequency assignment problem is a NP-complete problem of the combinatorialoptimization problem, reasonable frequency distribution solutions is to meet the con-straints between the district, and the available frequency is assigned to each district.In this paper, the data of the provincial mobile communications company iscounted and analyzed, including traffic statistics, cells classification, the most busycells and the most idle cells analysis, busy traffic statistics, the radio channel utiliza-tion analysis, the relationship of traffic per channel and congestion rate analysis, and adiagram of traffic per channel and congestion rates is shown in this article. In additionto the introduction of the utilization, these two algorithms: the artificial fish swarmalgorithm and harmony search algorithm has been improved, and applied to solve theproblem of frequency allocation, and they have been achieved a good results. Howev-er, these two algorithms developed in recent years, there are many aspects need to re-search further research.
