Electromagnetic waves with different frequencies are the carriers which transfer information in wireless communications area. Frequency resources have always been very limited in mobile communication systems.Therefore, frequency planning is very important in mobile communication network planning. If the overall of the network frequency is not planned properly, it will cause relatively poor results after after the completion or capability expansion of the entire network.This paper fisrtly introduces the history of the development of mobile communication technology, the basic principles and key technologies of GSM system, focusing on the cellular frequency reuse concept. Then, the interference of wireless communications calculation is analysed in a detailed way, and then, the traditional frequency planning techniques are expatiated. On this basis, a new automatic frequency planning method which bases on measurement reports and genetic algorithm is proposed. Interference Matrix (IM) of the GA method in this paper is based on measurement reports, so it represents of the actual interference, including the same frequency interference and adjacent channel interference. Using genetic algorithm to find the optimal solution based on interference matrix can achieve the purpose of optimizing the network configuration.The research project in this paper is an application-oriented research project. It relies on the simulation platform of planning software provided by my laboratory. It also relies on a third-party company to provide technical services for data acquisition. The simulation results and datas collected from the current network illustrates that the frequency planning method proposed in this paper can be the optimized technology solutions to further reduce user's interference and dropped calls, increase system capacity and spectrum efficiency. This project can provide a useful reference to the frequency planning and optimization techniques at this stage. And it can be applied, improved and researched continually in the development of communications technology in the future. The article prospected further researches and works about this project at last.
