Along with the rapid development of IP and Internet technology, the soft-switching based IMS mobile telecommunication network and the third generation mobile telecommunication network have been set up for backbone net by it. The MSC pool technology therefore has been issued and researched as well. One of most core technology of it is the NNSF function which can be implemented on MGW server. The main aim of NNSF function is to balance the load amaong MSC/MSS servers within the pool. With the current subscriber distribution function in the MGW based on static weights per VLR, it can not be ensured that the VLR subscriber amount within pool area will be properly balanced in all conditions. So it will be more rational if we can design an automamtic self-adjustment mechnisim which follows real user amount situation on the MSC/MSS in the pool, the network operators can get more benefit on it.This thesis is aimed to design a solution that VLR delivers the current VLR subscriber amount and maximum VLR subscriber amount information with described periodical indication method to all available MGWs by using BSSAP/RANAP signaling message. MGW receives the VLR subscriber amount information from all MSC/MSSs that belong to the pool area and it has to modify the subscriber distribution accordingly to balance the desired VLR utilization at pool area level. Technical analysis is made for following points in the thesis:How the VLR subscriber amount information monitor, how the VLR subscriber amount information impact to subscriber distribution in MGW, how to interworking between MSS/VLR and MGW under all possible scenarios. And finally prioritized corresponding system solutions are seclected getting avoided of any possible system faults in MGW causing by incorrect mechanism.A set of use cases of VLR Subscriber amount indication to MGW is also designed for functional verification puspose. At the end, the future development possibilities are pointed out for further research and improve the load-balance solustion in the MSC pool network.
