In accordance with the spirit of “The opinions of the CPC Central Committeeand the State Council on deepening the reform of medical system” and “The noticeof the recent focus on the implementation program of the medical and health systemissued by the State Council (2009-2011)”, to follow the dominant idea ofgovernment at all levels that IT construction should support the health care reform,and to realize the task of construction of residents electronic health records databaseconstruction proposed in the “3521” project during the “the12th Five-Year Plan”,also combining with status of high incidence of cases of stroke disease in thenortheast severe cold area, it is high priority to carry out the key technologyresearch and development suits for electronic health records.Because the electronic health records system has the characters of huge numberof users, random access for system by users, concurrent in all times, multi-tenantco-existence, security and strict isolation requirements, and etc. This dissertationproposes to use the SaaS (Software as a Service) mode to construct the electronichealth records system, and uses the high incidence of stroke in the severe cold areaas a case to prove.In this dissertation, we discussed the contents of electronic health recordssystems and the norms need to follow. Combining with the stroke, which is a typicaldisease include prevention, education, first aid, diagnosis, treatment, andrehabilitation, the dissertation also analyses the modeling process and content of theelectronic health records system.This dissertation is focused on key technology research, related modules, andsystem implementation, such as the isolation of multi-tenant mode data, the userinterface can be customized, the tenants of business data can be self-define, theapplication function can be configured, the business processes can be configured.The dissertation formed the technical system to build a complete SaaS modelelectronic health records.This project development process follows the theory of software engineering,and uses the most popular object-oriented analysis and design method. We haveanalyzed the SaaS model electronic health records systems business, functional andnon-functional requirements, then designed the overall system architecture andfunctional decomposition. For character of B/S structure, we used the JavaEEarchitecture. At the same time, data isolation encountered in the SaaS modelsoftware management, tenants custom interface, tenants data custom tenants featurecan be configured to tenants’ business processes, configuration and data exchange module design and multi-tenant data isolation module, tenant data since thedefinition of modules and data exchange module to achieve. Finally, the softwaresystem has been tested and analysis. We used black box testing and white boxtesting technology to examine whether the system match the design requirements,whether there is any BUG.Electronic health records system is proposed in this dissertation based on thethinking in software as a service (SaaS) to design and development. The keytechnical problems in the corresponding solutions and allow for betterimplementation and verification. SaaS software characteristics of stroke cases, thesystem can support multi-tenant, large-scale concurrent applications to provide anew software model for the future residents of electronic health records system toachieve.
