In today's era of information technology explosion, a large amount of information resources is generated in our life and work. Manual information processing can no longer meet the requirements of people grasping information quickly. In the healthcare field, with the national requirements of establishing residents'health records, residents'health records have become a challenge. Due to some factors, the health records data dispersed among various medical institutions, and the criteria used are not quite the norm, which gives the management of electronic health records a big challenge, it failed to achieve resident's data sharing health records, to play its proper value and role.Standardize health records are residents'health management (disease management, health protection, health promotion, etc.) processes and scientific records, have all been to focus on the health of residents, the whole process of recording the life of residents, comprehensive coverage of the health of various factors, and let residents of self-health management, health decisions require information resources. Each patient visits the doctor will have a lot of useful information resources. These effective information resources collected among different regions, will help doctors to make a correct judgment of the situation and provide a reliable basis for patients, improve treatment efficiency.In this paper, we integrate some of the current existing achievements, analyze trends of residents'health records management, the goal is to provide a quick access to hospitals and health authorities, to facilitate the management of the residents of electronic health records information management system. The system is based on access to the health records of WEB applications for doctors or medical officer's terminal provided. The system mainly consists of four modules:system management module, medical service, public health service, and information retrieval. System can dynamically update residents on electronic health records. In this paper, we first study the background and development trends at home and abroad, then needs analysis are analyzed, and then carry out a detailed design and implementation of systems based on functional requirements, and finally by inadequate testing and found that the system be improved.
