With the development of the society, the economic development provides motivation of deepening the reform. And the traditional administrative approval system shows defects and deficiencies continuously in terms of varied matters, complex and time-consuming links. During the process of administrative approval, standardization degree and discretionary power cannot be controlled easily; and especially, administrative approval cannot be carried out transparently. Therefore, corruption phenomenon emerges in endlessly sequentially. As the promotion of administrative approval system reform, Zhejiang Province Human Resources and Social Security Bureau issued Suggestions on Pushing Sunshine Government Affairs in Human Resources and Social Security of the Whole Province (Zhejiang HR&SO[2012] No.195) in April,2012. This document required that the whole system should vigorously promote online business and real-time monitoring and this paper based on this background. In addition, this article against the pre-development of the approval online system for Ouhai human resources and social security bureau, and providing technical reserves for official start of online approval system. This system can improve work efficiency, to facilitate the masses and increases the transparency of work. Effectively promote the construction of government to service and incorruptible type.This thesis first introduces the research backgrounds and significance of this item and outlines the current e-government development and general administrative approval status. And than do some research about some key skills and theory which against the approval online system,such as J2EE, B/S model and MVC three-tier architecture. Furthermore, the thesiscarried out a detailed requirements analysis based on the information above. After carrying out a full analysis, this thesis describes the administrative approval online system used a good variety of system designs. Soon afterwards, made a page display after the completion of the system. Last but not least, this article summarized and prospected of the online approval system.
