With the vigorous development of China's information technology, the office systems and network construction of the government has been further development. However, the lack of uniform standards and norms for planning and the limit of system architecture make today's e-government face that data can not be shared between isomeric systems, supervision system of administrative examination and approval is imperfect, e-government system is not planning perfectly, data exchanging within system is insecure and other problems. Therefore, integrating information resources to form a real online-work-platform is the key to the e-government construction. Only can the using of technological innovation break the barriers and push the e-government developing, to realize the on-line office.We used literature research the actual system analysis to build e-government system based on process-approval platform. Through the literature, we learned the knowledge about e-government and its systems, researched the key technology of the process-approval platform, and analyses the workflow engine to form an overall understanding of the research. The research of actual system analysis, mainly learned about the function and the solution of realization by analyzing the current process approval platform been used, in order to provide efficient and feasible solution for the following designing the system and solving problems.This final design of the system uses the advanced J2EE architecture and B/S application structural system. The presentation layer, business layer and database access layer of the system are separated. LDAP and mainstream database systems supported. Message service, component-based developing, load balancing and cluster technology supported. Distributed transaction capabilities owned. And the system has good fault tolerance, security and scalability. Its characteristics are functional, simple process, confidentiality, and can be extended, with a unified standard in the administrative examination and approval system, Solute the problem of current e-government systems facing that heterogeneous system data is not shared, supervision and administrative examination and approval system is imperfect, e-government system planning is not perfect, and the system data exchange insecurity.
