Study On Government OA (Online Approval) System Based On XML And J2EE

As time and technology developing, government administration process isvery well improved by simplifying procedures and enhancing efficiency.Traditional administrative process by means of paper is not able to satisfy highspeed, high efficiency work now. How to set an open office information networksystem with high efficiency and confidentiality has become one of the most urgentissues to be improved by the government. There are information islands existamong the government departments. Asymmetric information is one of themalpractices in traditional administrative approval process, for which there aremany reasons. Like, the applicant has to finish many procedures in differentdepartments, while these departments are in different places. Applicant could finishonly with low efficiency for going different departments. So, governmentdepartments have to improve administrative approval processes and administrationmode urgently. Developing online platform, put traditional approval processes oninternet and approve on internet, all these will help to push the government to keepits affairs and approval process under the eye of public.This article analyzes the development and trends of e-government affairs andonline approval in and out China. Combine with basic knowledge, it deeplydescribed the necessity and importance on developing and researching e-governmentaffairs. Following it studies the technologies used for online approval system, mainlyXML for system ephemeral data storage, it has strong universality; Spring combineswith Struts MVC, it will make POJO in J2EE more suitable for the system; taking data base for data storage will enhance the speed for data processing and improvedata stability. An government OA system mode based on XML and J2EE isproposed and realized, it has strong universality and extensibility. At the end, thisarticle summarized research on this system.E-government affairs are in the initial stage in China. This article tried toresearch on government OA system, in the hope of inspiring technologydevelopment in e-government affairs and relevant fields.
