With the development of social economy, in the process of collection and management for vehicle purchase tax, the original collection and management system can’t satisfy currently the demand of vehicle purchase tax. To strengthen management to the enterprises for the production of motor vehicles, to ensure the consistency of the production and to promote sustainable and healthy development of the motor vehicle industry, it is necessary to design on the basis of the original collection and management system a new management system for the collection of vehicle purchase tax by comparing electronic information of vehicle certificates, so as to better standardize of dynamic information of the management of vehicle tax price, optimize the tax service and improve the efficiency of tax administration.On the basis of the reality of collecting vehicle purchase tax in the national tax system, this task is to analyze and design the collection and management system of vehicle purchase tax. Firstly, describes the research background and significance of collection and management system of vehicle purchase tax and the current situation of vehicle purchase tax at home and abroad; Secondly introduces J2EE platform and technology, the MQ Series middleware and Struts framework and Oracle database technology used during the process of the system design and development; Then analyze requirements of collection and management system of vehicle purchase, present an analysis and interpretation for the flow of business operation system、the settings of system permissions、the function of the system and the demand of the system management. In so doing, The system design of the collection and management system, the design includes system principle of design, architecture design, function module design, database design, system development environment and security design, the function design of two dimensional barcode reading, interface design, client design etc; Finally, carry on the comprehensive analysis、summary and outlook of the system.
