Besidesrecieving text messages, the people also hope to hear each other’s voices, to see theother side of the picture, and even state of action; not only want to see black and whiteimage, also want to see the color image.Therefore, Today, information technology is incontinuous progress, the transmission of the image has become one of more and moreimportant part in people’s daily lives.As the video technology unceasingly develops, allwalks of life in the extensive use this technique, which has gradually become the core ofmultimedia information technology.This thesis first describes the concept of video conference and foreground, fromhardware of video conference and software of video conference two aspects, describesthe current video conference classification, technology, new applications in detail, andthen video conference management system on the military is introduced in detail.This thesis is a design based on the IP network video conference managementsystem in basic units.This system mainly uses the H.323protocol to the multipointcontrol unit, the net and other components, the Oracle database technology, TCP/IPprotocol and QOS control technology.Using QOS control in this way, can realize videotimely, stable acquisition and transmission,and video stream can be very wellcontrolled.Using IP multicast way to transmit video images, greatly improves thetransmission efficiency, but also reduces the network bandwidth shares.A personalcomputer is used as a system of terminal equipment, make full use of computer’ssoftware resources.Military video conference management system mainly uses the C/S model, itsbasic structure: terminal control system is responsible for the acceptance of a sessioninformations and video datas which are sent by the unit of video conference system; the client is responsible for collecting the informations and voice, video datas. The maindesign of client are conference information function and video conferencing capabilities;terminal mainly designed a voice and video management, conference management,integrated setup, system maintenance, system help.Finally, this thesis gives the performance evaluation of this system and theexperiment results and so on.
