| As the development of communication technology; network technology and audio-video compression technology keep growing very fast, video conferencing is becoming the powerful management assistant for the government and industry. The management efficiency and official environment are improved with lower cost. This paper is focused on actual needs and the tendency of video conferencing technology to design the whole new method and scenario for desktop video conferencing applications. The video conferencing media streaming capture server is designed according to the ITU-T H.323 standard which is taken as the H.323 terminal. The server fully supports H.261; H.263 video compression protocol and G.711; G.722; G.723; G.728 audio compression protocol, H.245 is integrated in the server for system control at the same time,and gives the software design details of H.263 as an example. Based on the development, the new video conferencing network makes PC user could receive the video conferencing media streaming by accessing the capture server, as a result, the information space is extended and the video conferencing equipment is added value with lower cost. H.261 and H.263 algorithms software are plugged into browser software or media player software of normal PC as a segment. As an example the paper gives the method of H.263 algorithm software design and re-sampling resume optimization in the decoder, so the software is an independent system which does not rely on special or indicated products. The designed new media delivery system which is based on the developed software not only supports video conferencing media streaming re-playing and also provides traditional application by using MPEG series protocol. Broadcasting and Multicasting are the basic functions in the same software too. The new video conferencing media system and delivery system with lower cost could give high efficiency and information extension, and also satisfy the actual needs, so they can be used on a large scale.
