In the GSM cellular networks, the network planning is the biggest challenge for wireless project. A good network planning can guarantee the system performance, thus improve the satisfaction of customers. Network planning mainly covers the coverage planning, frequency planning and capacity planning. Among them, frequency planning is the most difficult due to the limited frequency resource. How to make use of frequency efficiently has been a key problem for operators'network planning and system optimization, which depends on efficient way of frequency assignment and frequency planning optimization.This paper constructs a C/I matrix based on collection of data from frequency scan combining GIS information. In the meantime, modify C/I matrix combining statistics data collected in system handover and handle C/I matrix according to traffic and subscribers mobility. Afterwards, abstracts frequency planning to a multi-objective optimization problem based on basic theory of channel assignment, automates frequency planning by simple adding calculation and produces the best frequency plan by allocate limited frequency resources for different cellular.The writer emphasizes the combination of theoretical study and actual production process, guides the daily optimization work, improves system performance greatly, enhances the customer satisfaction, increases the frequency usage and reuse efficiency so as to save frequency resource.
