Performance appraisal plays a very important role in the modern human resources management, it can mobilize human resources initiative and creative potential of effective incentive and restraint of employees, what’s more, it can develop and retain the best people, achieve the strategic objectives of the organization, and improve organization’s core competitiveness. Performance appraisal is an important tool of modern human resource management, so it is necessary to establish a fair, reasonable and effective staff performance appraisal system.Due to the influence of the traditional economic system, the cause of the system under the iron rice bowl ideas and the performance appraisal system is not useful, television performance appraisal of professional and technical employee of with a lot of the problems cannot be ignored in Pingliang radio and television. As the core talents in Pingliang radio and television, Professional and technical employee did not have the incentive by the performance appraisal system. So they lack enthusiasm and innovation, therefore restricted the organization achieve its strategic goals. In the era of intense competition in, the Pingliang broadcast television performance appraisal system needs to be improved immediately.In this paper, according to the Pingliang radio and television current performance appraisal system and status of the implementation, found the main problems of the performance appraisal system and the formation of the main reason for these problems. Based on the problems and causes of the performance evaluation, collect relevant units of information, conducting analysis, combined with performance management theory, motivation theory, the theory of key performance indicators and360-degree feedback theory, as well as the Pingliang radio and television professional and technical personnel performance evaluation the problem improved thinking to develop new professional and technical personnel performance evaluation system. And the paper make up dynamic management and supervision, as well as pay attention to feedback and performance evaluation results in new performance appraisal.
