The system of "135" work method has basically covered the management of grass-root tobacco markets after two years of operation and improvement in the background of the policy of "improving the tobacco level" from State Tobacco Monopoly Bureau. But some problems have been exposed during the operation of the "135" work method system, such as, the managers’ inadequacies in the conditions of dispatching, the effect on the quality supervision and the support to the field mobility. In order to solve the problems, the paper integrated the information resources from current system of Taian tobacco based on the existing information construction.Through the construction of mobile platforms based on the mobile phone, the paper strived to achieve to establish the tobacco marketing mobile office platform with the data carrier of the"135" work method and GIS system to provide the tobacco marketing information support and it further enhanced the integration, intelligence and collaboration level of the marketing.In this article, the author provided an overview of the background of the system development, the research status and the significance of the topic based on the development of the tobacco industry’s informatization and the mobile Internet and also briefly described the major problems and the major work the system needs to solve. In order to ensure the function of the platform can work well in the actual working condition, the author investigated the application staff of the platform and used pictures to provide a detailed description about the overall business, and the functional or non functional requirement. The author used Java language, Eclipse developing environment and Oracle databases to design the mobile platform of the tobacco marketing.In order to achieve the function of the platform,the mobile devices equipped with the GPS (global positioning system) and NFC (proximity sensor technology) and the GIS system achieves the real-time dispatching of the front-line marketing staff. The platform also follows the current whole framework of the Taian tobacco internal system which makes the platform have good scalability and inclusiveness.This mobile office platform of tobacco marketing we designed not only to achieve the front-line marketers’queries to the tobacco sales and the brand cultivation through mobile terminals but also for the collections of the pictures and data of the terminal building and the marketing information.The platform can also mark the specific service strategy of"135" work method and transmit the location to the back side by the mobile terminals and the GPS technology.It can be used to track the task, staff and the route, achieve traces management of the front-line staff’s work, improve the management’s control over the client manager and the timeliness and accuracy of dispatch management, enhance the efficiency, normativity and accuracy of the assessment and field work. In addition, the platform can collect and analysis the data from the mobile terminals and combine it with other business systems’data, then after data filtering, processing, calculations, form a complete modeling data use analysis of the performance of the retail market. The platform has improved the comprehensiveness and the portability of the leadership’s decision-making and promote systematic and integrity of the construction of Taian tobacco informatization.
