The social transformation is becoming faster, China’s entry into the peak period ofall kinds of unconventional emergencies. Cities are highly clustered wealth, population,industry, suffer from the harm of all kinds of unconventional emergency situation hasbecome increasingly serious. Emergency care and emergency response capacity of thecity emergency logistics system is important issue about people’s life safety and socialstability, so It is a complicated system engineering to construct the city emergencylogistics system. Facing new forms, new requirements, it has become an urgent problemneed to solve, namely how to actively respond to a variety of unconventionalemergencies in the Wuhan city circle,Because of different causes, diffusion mechanism and evolution rule ofunconventional emergencies, showing obvious regionalism, heterogeneity, hugeamounts of the characteristics of complexity. These characteristics give us considerableproblem to make emergency rescue work, namely how to select the information weneed from massive and complex data of unconventional emergency so that can provideinformation support for different decision makers to make emergency decisions. Theemergency logistics information system is through the whole process of emergencylogistics; provide information support for the whole process of disaster relief system.Data mining techniques can extract knowledge and information that unknown inadvance, implied, potentially useful from a mass, fuzzy, random, incomplete data. Ifeffective use the data mining technology in the emergency logistics information system,we can found valuable information from a large number of the original operation data,finally realizes the emergency management of information sharing, improve theefficiency of emergency command and decision making, enhance the capacity ofemergency warning, continuous upgrading of the level of emergency management,reduce the unconventional emergencies.This thesis mainly based on knowledge of the emergency logistics and data mining,puts forward applying data mining technology in the emergency logistics informationsystem construction of Wuhan city circle, in order to improve the overall level ofemergency logistics system of Wuhan city circle. This paper mainly builds the structureof emergency logistics system of Wuhan city circle, and designed emergency logisticsinformation system framework of Wuhan city circle based on data mining. Designed1+8emergency linkage mode of Wuhan city circle, the use of scenario planning toreduce the uncertainty of emergency logistics of Wuhan city circle, and through thestudy of location and configuration for emergency resource optimization of emergencylogistics system of Wuhan city circle.
