In recent years, Natural disasters and unexpected incidents emerge frequently, such as the outbreak of the Bird flu, Puer earthquake in Yunnan province, unusually heavy rain in Shandong province and so on. When facing unexpected incidents broke out, how to protect life and property of people, improve the ability of response to emergency and enhance the capabilities of the Armed Police Forces Logistics System is an urgent need to be addressed rapidly. In this new situation, the logistics of emergency was put on the agenda. Emergency Logistics refers to special logistics activities on materials, personnel, funds for urgent needs to deal with the epidemic, severe natural disasters, military conflicts and other emergencies. In the vast space and the limited time available to the huge number of scientific deployment of various types of materials added, the traditional methods of logistics management has been unable to meet emergency conditions demanding for the material support. The smooth information flow is the emergency logistics nervous system, the command and control traffic flow to the logistics hub and a important condition for modern logistics' survival and development.In modern emergency logistics, the role of information flow is increasingly valued. The flow of information is more important than the logistics resources, emergency logistics emphasizes on the flow of information through the use of effective control and to maximize the minimum logistics supplies effectiveness of the support. After the armed police logistics emergency logistics has been thoroughly studied, based on armed police logistics emergency logistics characteristics and the existing problems in armed police logistics information systems, the paper proposed an adequate flexible and agile nature of the Logistics Information System based on BPM (Business Process Management, Business Process Management) and SOA (Service-Oriented Architecture, Service-Oriented Architecture ) of remodeling and integration of the armed police logistics Logistics Information System.Based on a detailed exposition and introduction to the flexible contingency logistics information system technology and comparison of different engines and business process modeling language, JBOSS JBPM is selected as BPM engine, and JBPM Modeling Language JPDL as business process modeling language; Subsequently, visiting a detailed analysis of each model of the armed police logistics, business processes model is builded.
