With the continuous improvement of the size and complexity of military simulation systems,based on the high-level architecture simulation had been unable to satisfy the needs of the militarypersonnel on the entity behavior’s ability. The emergence of Agent technology provides a new ideafor military simulation. The introduction of Agent technology has to improve the requirements onentity description. Simulation scenario is the initialization of the system, the description of the entitycan not do without it. However the production of the traditional simulation scenario was generallywritten by person, wasting the human and financial resources. At present, the urgent problem is howto achieve a better description of scenario and realizing the simulation scenario reusability.On the basis of Agent modeling, the paper studied the simulation scenario. Through the study ofAgent modeling theory and HLA, the paper proposed multi-Agent simulation model based on HLAand target-mission-action based structure of TMA based on BDI Agent model. Also, it designed aTMA hybrid Agent model structure to meet the paper’s requirements. Based on the study of militaryconceptual model, the paper used UML on Agent modeling and used the programming method ofobject-oriented on the class of CMetaAgent, realizing the Agent entity reusability. Through theresearch on simulation scenario development process, the paper used XML on describing thesimulation scenario and designed the framework of simulation scenario and the XML Schemaframework of simulation scenario basis, scenario entity, scenario mission, scenario rule and weaponry.Based on it, the paper designed the scenario editing system and used the XML database on storing thescenario file.The paper designed an example of air combat, based on multi-Agent simulation model based onHLA. It contains five federates: simulation director and four simulation entity that includes red flight,blue fight, air defense command post and missle, using TMA hybrid Agent model. Based on it, thepaper identified the missions and rules for each Agent. Meanwhile, it introduced the establishingprocess of scenario editing system. At last, the paper completed the simulation function.
