The resettlement hydropower project is a very complex project, especially in the early stageof physical indicators survey, not only the data surveyed is very large, but also with series ofkinds. Recently, although the MS of land expropriation immigration of hydropower engineeringhas been developed, and put use in major water conservancy project. But it showed obviousdeficiencies in some respects, such as update difficultly, poor stability, can’t cross platform andshare data. Therefore, it is necessary to develop a MS of land expropriation migration ofhydropower engineering to investigate investigation, which can make up the shortage, and caninherit the advantages of the existing system.First, this paper analysised the demand of system, including function, data and performance,according to business process of physical indicators survey. And carried the overall design anddetailed design on function and architecture of system, which consists of layers of presentation,business, data persistence and database. Second, designed logical and physical structure ofdatabase, then established the database meeting the requirements of the system, and uses thedatabase of Oracle10g to storage and manage. Finally, the Flex, Spring, Hibernate technologyand so on are embedded in development platform of Java EE, and used the language ofActionScript and Java to develop it. The system used the generic DAO pattern in the layer of datapersistence to make sure the safety of conversing data type and the accuracy of obtaining data,and the menu and function module are dynamically added through the implementation of thesystem.The system was tested pass and begin to use in a large water conservancy project of yunanprovince. It turned out that the system is better than existing system based on C/S architecture onboth operation and management efficiency of physical indicators survey, and realized theefficiental management of the data of migration.
