In order to meet the needs of users to browse the video at “Any time,Any where, AnyDevice ",mobile video surveillance has emerged, making it a hot spot of research in the fieldof video surveillance. The main research of this topics is related technology on the Androidplatform, streaming media technology, the H.264codec algorithms, and the construction ofmobile intelligent video surveillance system based on the Android platform.In this paper, the analysis of the research status and development trend of videomonitoring systems are given, combined with the development of theory and technologyand the requirements of monitoring system function, to come up with a mobile intelligentvideo surveillance system design based on Android platform, to implement the functions ofvideo capture of monitoring system, video compression encoding, video network transmission,moving target detection and real-time alerting, real-time browsing video capabilities of themobile client, and to play a simple purpose of the implementation of intelligent monitoringusing a mobile phone.The system consists of a server and a mobile client, with the server including: videocapture module, video encoding module, intelligent processing module, streaming mediamodule and network transmission module; and the mobile client including UI interfacemodule, video decoding module, and video play back module. Video encoding module of thesystem uses the latest low-bit-rate video compression standard H.264technology. Real-timevideo transmission module uses streaming media technology and UDP Socket networkprogramming, achieving the function of RTP-based end-to-end transmission. Intelligentprocessing module uses background subtraction method to deal with the vedio information ofmonitory point, using the Simple Message Transfer Protocol (SMTP) to send alarminformation; Video decoder module of mobile client decodes transfered video data, with theuser login client UI interface connected with server to meet the real-time needs of the users tobrowse video at anytime and anywhere. After the completion of the design of the system software, system software, peripherals,network and other factors are combined together to complete the system test. Test resultsshow that: compared with the system requirements, the server realizes the functions of videocapture, encoding, network real-time transmission and intelligent monitoring; Client meetsthe demand of users to browse video information of monitoring point at anytime, anywhere.Finally, based on the summarize of this paper,subsequent development of plans and programsare given.
