With the continuous development of streaming media technology, network technologyand video coding technology, the increasing breadth and depth of video surveillance inpeople’s lives. In order to meet the proposed monitoring concept of "any time, any place, anydevice", and fully endorsed the development trend of the future of video surveillance. Theordinary network video surveillance system is often limited by two conditions: the coding rateand transmission rate. Coding rate determines the quality of the image, in order to achieve agood image video effects, you have to take a smaller encoding rate, which would produce alarge amount of data transmission it was extremely difficult in today’s network. Theemergence of a new generation of video coding technology H.264/AVC, the contradictionbetween the treatments can be a very good image quality and the amount of data. On thepremise of a small amount of data, but also can maintain the image quality to the best.It is agood platform that the emergence of the Android operating system for portable videosurveillance.Compared with PC,From the processing speed, storage space, transmission-constrained.The stability of the network channel is prerequisite of data prerequisite for effectivetransmission. In certain limited space, such as mine. Complex and the harsh environmentcause great attenuation of radio channels in the mine.It can not form a stable data transmissionchannel.This article puts forward the design based on Android video surveillance system.It isOn the basis of Android system,and the theory and technology of video surveillance. Theprogram achieves the user requirements of portable.It adopts the Andriod smartphone ashardware and software platforms.It adopts the latest H.264/AVC video coding standard as thetheoretical basis in order to achieve the higher compression rate,the requirements ofhign-quality images.The program in order to evada the Android sy-constrained problem,it combined with JNI technology.It achieves the encoder transplanted from the PC tothe Android platform through extracts the encoding library of the open source X.264.Theprogram adopts the RTP adaptive control algorithm to effectively control the transmission ofvedio in the process of data transmission.It can effective improve the quality of the vedio datatransmission, through the amount of network status flag to timely adjustment of the codingrate and transmission rate.The vedio decoding section adopts the open-source VLC player.TheVLC player can decode vedio data for display.This paper designs Android-based video surveillance system.It overcomes the problemof Android smartphone terminal resource-constrained, and conquers the issue of data transferof the network channel instability. It achieves the video data from Android smart terminalencoded to the PC side.In the end, the image of smooth, clear, and real-time is displayed onthe PC monitor.
