Security engineering is necessary for schools, and video surveillance system as an important part of the security engineering, more and more attention. With the development of network technology, data communication technology, the video surveillance system is applied to the campus.In this thesis, the campus video surveillance system is designed and developed. According to the needs of users, the system architecture is constructed, and the latest technology is applied in the system operation. Build the video surveillance system framework, through the analysis of the traditional video surveillance system, find the problems, put forward the plan of video data acquisition, transmission, storage, monitoring; In video data transmission, In the transmission of video data, the synchronization of audio and video data is studied. A solution to realize video data synchronization based on RTP/RTCP protocol is proposed, consider the control scheme of media data transmission under different network congestion conditions, and the control module has been constructed. In the monitoring mode, the automatic monitoring and alarming function based on moving object detection algorithm has studied, and the background subtraction method is used to detect the moving target, and the background image is reconstructed based on the mixed Gauss model, which effectively improves the detection efficiency of the moving target detection, and changes the problem of the previous monitoring device, which can not only record the image data, but also provide the alarm information. In the development of client application software, the requirement of monitoring system is analyzed in detail, and the function of monitoring center software is divided into different modules.This thesis analyzes the background of the design and development of the campus video surveillance system, and discusses the key technologies involved in the design and development of the system. Analysis the system needs, and based on these needs, the overall structure of the system has been designed and discussed. Finally, using the programming language, the main function module of the system is realized, and the function and performance index of the test system is used.In the design and development of the campus video surveillance system, advanced monitoring video processing and control technology has been applied to, which can effectively improve the monitoring efficiency, save the construction cost, and has good practical value. At the same time, the research on the monitoring audio and video synchronization, as well as the detection of moving targets, has some theoretical value.
