With the rapid development of streaming media technology, wireless communicationtechnology and video compression technology, the video monitoring system is applied morewidely and deeply, the scale and cope of the monitor is expanding. Remote video surveillancebased on embedded mobile terminal devices and wireless network has become a hot field ofresearch.This article through the present situation and the development analysis of the videomonitoring system, combined with the development of the theory and technology, and therequirements performance of the video monitoring system, put forward one kind of designscheme based on the Android video monitoring system. Realized the video capture, videocompression, video network transmission and the real-time display function of the monitoringsystem. The selection software platform of the whole system based on the opening phoneoperating system Android with the Linux kernel, the system has begun to enter the industriallevel because of the good development and portability, the hardware platform based onS3C6410processor of high performance which has the hardware acceleration function andH.264video decoder.This paper introduced the key technique theory knowledge of the monitoring system,raised the design scheme of the video monitoring system based on the Android platform,completed the module design and the implementation of the software. The system consists ofthe video collection terminal (camera), video server and client., the main module include thevideo gather module, the video coding module, the real-time transporting module, the clientdisplay module. The monitoring system uses the new low bit rate video compression standardH.264, which integrated in DSP not only reduces the transmission capacity but also improvethe image quality and coding efficiency, achieve the real-time, reliability requirements of the monitoring system, in the real-time transporting module, Socket program and realization ofRTP protocol are fully discussed, in the real time video display module uses the VLCmultimedia player. In the last, it summarizes and comes up with the subsequent developmentprograms and plans.
