Since the21th, the eco-environment of media in the word has been deeply influenced by the economic globalization and the IT revolution. Entertainment has become an important part of the TV-media industry. Motivated by the gradually increased competition between countries and the pressure of reaping profits, TV entertainment has accelerated its step of marketization and industrialization. However, the TV entertainment programs now present a picture of disorder with the shallow content, vulgar taste and rough production. The phenomenon of excessive entertainment and low taste is more striking than others. All of these are aroused by the blind pursuing of the audience rate. TV, as a media of mass communication, should emphasize its art of transmission and never forget its mission of cultural heritage, that is to say, teaching through lovely programs. Therefore, government should take action to improve the regulation and management of the media in order to create a favorable market order and the positive eco-environment. The study of TV media regulation has become an important subject.The State Administration of Radio, Film and Television has established a set of laws to regulate the TV programs since the new century, which provides a good sample for our study. The thesis analyzes the governmental regulation of TV entertainment programs based on the sample of the policies and laws. The thesis is divided into four chapters. The review part introduces the background and scope of the study as well as its purpose, significance and methodology. The first chapter explains what is governmental regulation of media industry and offers its theory from the perspective of governmental regulation, media ecology and political transmission. It presents the disorder of TV entertainment in order to prove the necessity of regulation. The second chapter exhibits the historical development of governmental regulation and its reality through studying policies and laws related to TV entertainment programs, which has been released by the State Administration of Radio, Film and Television since2001. Meanwhile, the thesis analyzes the content of these policies and laws from the patterns of programs and the background and reasons for the appearance of laws. The chapter also rethinks the problems of regulation. The last chapter proposes meaningful suggestions to improve the governmental regulation of TV entertainment programs, such as reinforcing regulation of government and self-discipline of the media and improving the social supervision mechanism so as to build an extensive system of TV entertainment programs in China.
