As the essential component of the cultural industry, Chinese televisionentertainment industry is not only the important pillar of the nationaleconomy and the major index of the overall national strength, but also thesignificant power to communicate mainstream values and enhance Chinesenational culture.Various problems exist from upper reaches productions, middle reachesexpansions, to lower reaches developments in today's Chinese entertainmentcontent production industry. These problems are impeding Chinese televisionentertainment industry from offering contents and services, which can meetthe demands of market and possess international competitive ability.The production and management of content resources is the core oftelevision entertainment industries. Therefore, before responding to thequestion of "how to develop the industry", the answer to the issue of "how toproduce" should be first given. This paper investigates the symptom of thedevelopment of Chinese television entertainment industry from the angle ofcontent producers, which reflects the first innovation point of the study.Within the analysis frame of political economics, the paper fully observesthe organization structures, the production flows, and decision-makingmechanisms of the two classes of the main producers of Chinese televisionentertainment programmes, producers inside the system, represented byShanghai Media Group, and private companies of television programmeproductions, represented by Enlight Media Corporation, and according to theresponse to the questions, "which elements are influencing the activities ofproducers? How much dynamic space do the producers possess? How do theyact?" And so on, tries to search for where the symptoms of Chinese televisionentertainment industry locate?The paper mainly takes use of the participant observation method toanalyse on the two selective samples. The approach can help the researcherfind out a producer's organization structure, decision-making means, valuesand the influences from outside political, economic, technological, culturalelements on producing activities; and understand unwritten conventions andacts in daily practices, which is quite significant to master various complicated restricting conditions which build and determine the forms of entertainmentproductions. The approach is the most suitable one for the study, and utilizingthis approach can make up the shortcomings of former studies. Therefore,taking use of the participant observation method is the second innovationpoint of this paper.The third innovation point is the content of the study.On the basis of the organization and summary of the producing course oftelevision entertainment programmes, the paper analyses the changes ofindividual and public demands and the tactics of television entertainmentprogramme producers.According to the intensive observation of the study samples of two classesof producers, the paper pictures the organization structures, production flows,and decision-makings mechanisms of television entertainment programmeproducers inside and outside the system, and summarizes different types ofproducers' commercial models.The paper outlines the structural elements of producers' activities aspublic interests, commercial benefits and government regulations, and deeplyanalyses the dynamic patterns and specific acts of different types of producersunder the influences by those three elements.To sum up, the paper considers the contradiction between the values andultimate aim of the regulation on television entertainment programmerproducers by Chinese government as the symptom of the development ofChinese television entertainment industry. As a result, it's quite necessary andurgent for the policy studies on government regulations, for instance, theloose of economic regulations, the enhancement of social regulations, and howto deal with the possible negative effects; searching for the balance ofindividual and public interests; the legislation of regulations, and theestablishment of independent regulation system, and so on.
