| China’s radio and television industry started in the 1950 s,1978 after the reform and opening up,under the guidance of national policy has been rapid development.Today,after more than40 years of reform and opening-up,China’s radio and television industry has made great achievements.Radio and television programs have gradually become an indispensable spiritual entertainment in public life.With the continuous expansion of radio and television industry,the huge market economic benefits triggered fierce competition between radio and television programs,there have been a lot of industry chaos and problems.A series of policy documents issued frequently by the State Administration of Radio and Television and other administrative departments of the government regulate radio and television programs,but the regulatory policy has failed to achieve the desired results in the implementation process.In this context,this paper takes the regulation policy of entertainment of TV industry as the research object,and studies the reform and practice of China’s TV program regulation policy,this paper attempts to reflect on the logic and problems behind the government’s media regulation policy.The overall structure of this paper includes five chapters: The first part is the introduction,the author stated separately the origin of this study,Literature Review,research significance and research methods;The second chapter is mainly about the time sequence of China’s radio and television media regulation and Regulatory Policy Stage Division and sorting;The third chapter chooses the "entertainment restriction" policy as a typical case study of the government’s radio and television program regulation policy,trying to discuss the practice of the government’s radio and television program regulation from the concrete policy formulation and implementation process.The last two chapters are based on the policies and regulations issued by the State Administration of Radio,Film and Television(SARFT)from2006 to 2019 for radio and television programs,this paper attempts to analyze the characteristics and laws of China’s Radio and TV program supervision policy,and tries to summarize the logic and challenges that China’s Radio and TV program supervision follows.Through five chapters of research and analysis,the author believes that although the introduction of regulatory policies such as "entertainment restriction" has played a certain role in restraining the excessive entertainment of radio and television programs within a short period of time,however,the repeated issuance of some policies and regulations reflects the authority crisis of government regulation and the struggle for control of culture.At the same time,the excessive entertainment of radio and television programs and the management of industrial chaos should not be "fought alone" by institutions such as the State Administration of Radio,Film and Television,what is more needed is the perfection of the regulation of Radio and Television Media and the related laws and regulations system,so that the state media regulation,Government Management Departments,media industry and experts and scholars can play a role together. |
