With the development of wireless network and mobile equipment technology becomes moreand more popular, mobile payment business began to flourish. As a new payment method of mobilepayment, has the advantages of convenient, quick, safe, can provide effective security paymentmedia for the user at any time, any place, opened up a new world of payment. With the coming ofthe3G era, will enter into a period of high-speed development of mobile payment. Development andapplication of the mobile phone payment system, has great industrial potential. At the same time,telecom operators as the leading role of mobile payment industry chain, play a decisive role. Mobileoperators in the system the key technology involved and the system of mobile payment and bankingsystem and the third party payment system has greater differences, worthy of further study.In this context, this paper from the mobile phone payment system of the actual businessneeds, combined with the actual situation of Jiangsu Mobile Corporation communication network,according to the software engineering thought, has carried on the detailed analysis and design of themobile phone payment system; around the mobile payment for the operators under the concept ofmobile payment system, developing trend at home and abroad, analysis of the key technology ofmobile payment, and combined with the actual needs of the project operator, to study how to designand establish a set of security, to meet the needs of business development of mobile paymentplatform, and Realization of the key technology in the research and the corresponding improvement,and discusses the design and implementation process based on J2ME technology, which focus on thedesign the use of XML encryption and XML signature solution system security etc.. In the design ofsystem in accordance with the overall structure, the client module, the server module, paymentsystem security module in the system requirements analysis, system design and system module, atthe same time in the end of this paper the simulation and testing, test results show that the systemcan fit the characteristics of the local mobile communication network.Through detailed design and analysis of the system, which has a friendly interface, easy to use,safe and reliable characteristics, to better meet the needs of mobile phone users of mobile paymentsystem, received praise and support of users, and lay a solid foundation for the promotion anddevelopment of business in the local mobile phone for mobile payment.
