With the development of computer technology, telecommunication industry and the latest achievements and more widely used in IT industry, mobile payment is the wireless communication technology and wireless Internet technology and product application needs of the people. Mobile payment for access by wireless mobile network service, transmit data through mobile phone access to the Internet, or by sending text messages to transmit data, to complete the transaction payment. This payment method has the advantages of flexible and fast, transaction time is short, is a new type of payment method.Based on the background of mobile payment, mobile payment business through the payment of the concept of mobile, developing trend at home and abroad to analyze problems, and according to the current situation of mobile payment, the study and design of the open platform, based on the standard. It can communicate with the bank/bank entity, reliably, business security, provide a good trading platform for users and merchants. In this paper, the functional requirements and new payment model of mobile payment is analyzed, the overall design scheme is discussed in this paper. The core function module in this system is a communication mechanism, communication module, payment center module, details of the payment platform functions, including card management, account management and so. Finally, based on the mobile payment is summarized, analyzed the system problems need further improvement.The system uses a structured design method in the design, based on a detailed analysis on the function, the function modules, system design process, database etc.. The system uses a Linux system under the J2ME programming, database using Oracle database.
