How to make full use of the current resources, include the internal and external, Co-operate with the Service Provider, Buck for the new business increase point, Short message Micro Payment system, through by mobile to complete the electron exchange, bases on the demands of the market and development. Micro Payment system bases on customers and has powerful ability of real time handler, nicer expansibility and security to satisfy the new operation and service. It fully suits for the service and keep ahead stratagem in the Add-value service development.This thesis first introduces the concept of mobile payment and micro payment, and analyzed the security problem during the procedure of the mobile micro payment. Combined with present condition of the development of domestic and international mobile electronic commerce, the paper studied micro e-payment platform that was an essential and key business subsystem in mobile electronic system. After analyzing and comparing the different kinds of micro payment module, a mobile micro payment scheme is put forward. And it lays strong emphasis on discussing how to solve the security problems by using XML encryption and XML signature. Moreover, through simulating an application system of mobile e-commerce, the paper illuminates the function process and practicability of this platform further. The system uses J2ME platform for it's client and J2EE platform for it's server. And the paper illuminates how to overcome the limitation of the hard wares of mobile equipment, and how to improve the easiness of use of client software by using the functions provided by J2ME. The result and the defect of the system are evaluated. Finally, it makes a conclusion and perspective.
