With the rapid development of information technology, our government andenterprises in various fields have been carried out the informatization construction. Theapplication of information technology promotes the efficiency of the management ofvarious departments. In the Power Supply Bureau Department of our country, becauseof the traditional way of manual meter reading is not only a waste of manpower andmaterial resources, but also easy to cause large error. With the development of networktechnology and software development platform, the introduction of electricity collectionsystem in the power supply bureau has become an urgent and important work, which isthe background and of significance to do the research work of this dissertation.This dissertation systematically complete elaboration on the electrical billmanagement system. The Power Supply Bureau electricity collection managementsystem will be designed using ASP technology, Dreamweaver in webpage developmentand website management, the HIPO method of hierarchical functional decomposition,database design in SQL Server2005. In the analysis of system requirements: the papernot only analyzes the performance and functional requirements of the electrical billmanagement system, but also the feasibility of the electricity management systemdevelopment and utilization value analysis. The electrical bill management system hasthe good function in management for the whole electricity management system toensure the feasibility of the development and use value. The design of the system islawful and feasiblely effective. In the design of Power Supply Bureau electricitycollection management system, according to the requirement of system design, powersupply bureau, the electrical bill management system consists of4modules, powermanagement module, the statistical inquiry module, the data maintenance module andsystem management. Then this dissertation makes a design of the key code of powersupply bureau the electrical bill management system program flow diagram and thefunction of each module realization and interface.Finally comes the test of the system with the power management module, thestatistical inquiry module, the data maintenance module and system management module to achieve the function of test paper. This system is specially designed for theelectricity sector in the electrical bill management. Through a period of practice, the testshows that the system meets the design requirements to a certain extent, the user canoperation the system very conveniently.
