This thesis focuses on e-government system of Jiangxi province Fuzhou City Public Security Bureau exit-entry administration of core subsystems of document circulation system of project construction in the background. Considering paper office in the sector specific business environment, study and analysis the problems and requirements of this sector document circulation system, refer to the e-government system of Chinese standard specification on the circulation of official documents in this specific request, focusing on analysis of application layer standard technical reference model, and discusses the application of technology system.Document processing are usually in the form of an official document circulation process, quality and effectiveness of the circulation of official documents directly related to the operational efficiency and effectiveness of the OA System. In order to improve the efficiency of document processing, this thesis realize the automatic transfer of electronic documents and make the documents management standardization, automation, systematic based on customizable workflows technology. And such job improve the efficiency of the immigration department office. Meanwhile, this document flow system realize many functions such as real-time query on the document state, real-time monitoring, combined with signs of rejection, and retention, many people checked, grading, printing and distribution operations. All of such greatly improve the efficiency of documents circulation, so as office efficiency.J2EE platform of SSH-based framework is used as a development tool in this system, JAVA as the main programming language, using the current most popular J2EE open source component framework of JBPM workflow engine as a system, on the basis of combined front interface control based on the JQUERY JAVASCRIPT Framework; data access, uses JDBC data access technology enables the operation of ORACLE databases. System runs well as a whole, and has a very strong usability and flexibility.
