Yunnan Provincial Science Award Management Information Systems Analsysis And Design

Scientific award is an important encouraging measures to push the science development, and has significant effect to boost the working enthusiasm of scientist. Recent years, with the unceasing development of computer, network and communication technology, the e-government construction for provincial science and technology development has quickened its step. To develop the new generation management system for science award appraisal is more and more imminent, which can improve the authority and avoid the subjective affects in scientific award appraisal process, and also can improve the industrialization of research finding and utilization efficiency, to boost the enthusiasm of scientist and increase the research level.Based on the process analysis for Yunnan provincial science award management work, highlighted the necessity of introducing computer-based science award application and appraisal, this article proposed a system advanced in its allocation convenience, security and reliability. The system can satisfy customer’s demand, and the system operating interface is friendly and easy to use. Through the customer-oriented method, based on the actual business process and real demand of award office in provincial science department, the demand analysis is carried out for the system, which includes business demand, function demand, data demand and non-function demand. According to the demand analysis, it is designed the flow chart, use case diagram, concept chart for all the different business phases from award application to award appraisal, while the function module design and database design are special listed in the system design. This article also stated the core and part module of this science award management information system, to explain the detail of system construction.The system elaborated by the thesis computerized and networked whole process, as application, appraisal and management, which gives important supports for award office on e-management, and provide convenient method for applicant to fill in information and submit documents, for specialist to carry out net appraisal. This system can help applicant to reduce some part of working load, to save the time and cost which consumed to fill in the recommendation documents before, while it provide a convenient and high efficient new network based appraisal method for specialists. This system design innovates the managing way of science award and greatly improves the working efficiency of awarding management office while reduced the office cost, and also enhanced the scientificity, equity, publicity and veracity of the science award appraisal work. Finally, this thesis concluded the research work of science award appraisal management information system, and also gave the outlook for the future work.
