The "five-one project" award which is dominated by the Publicity Department of the Communist Party of China is the most influential government book award. it plays a leading role on domestic book publishing. Since its inception in 1991, it has been held 13 sessions, and introduced numerous boutique books. So it becomes an important publishing phenomenon in modern china publishing history. The essay gathered 446 national " five-one project"award winning books and 980 local winning books, discussed the topic planning of these books through qualitative and quantitative combined method.First, introduce the framework and basic information of "five-one project"award by discussing the research object, theory, research status, research purpose, ideas and other aspects. The research in this field is far from saturation.. It has research value.Second, analysis the basic information of 1426 award winning books which contains the geographical distribution, the number of award winning books, categories, publishing forms, and book forms. The study found that eastern region plays more important role than west region. The number of award winning books increase in the beginning, then decrease, and became stable finally. The categories is not balanced, and decrease stepwise.Third, based on the statistical analysis, using publishing cybernetics, accepted theory, persuasion theory to study the features of the panning body, content, book name, author, form planning, publicize form and topic exploitation of the award winning books combined with time background, classical case.Forth, analyze the deficiency of the topic planning. The study found that the topic planning of these books neglect acceptation of readers. The essay discussed the development of optimization strategies.
