When it comes to the modern enterprise management, performancemanagement(PM), which plays an important role in human resources management, is astrategic and integrated approach to help enterprises achieve their development strategy,improve the performance of people who work in them, and enhance theircompetitiveness. Performance management information system(PMIS), anindispensable part in human resources management, provides an enterprise levelanalytical tool that integrates data from multiple sources, in order to process theperformance evaluation, performance management and employee management.With the rapid development of the state tobacco system and market situation, toenhance MeiShan Tobacco Company’s competitiveness is looming on the horizon. In2011, MeiShan Tobacco Company started to explore a practical way to approachperformance management by researching the implement plan and designing PMIS.To respond to these problems, the thesis, based on the case of MeShan TobaccoCompany performance management, studies on the design and development ofperformance management information system in order to analyze the actual needs ofenterprise management and find out the problems and solutions of performancemanagement at the present stage in enterprises, by studying the related worldwidetheories on performance management and deeply analyzing some similar cases. In thisthesis, Performance Indicator is applied as the main assessment method of performancemanagement, which leads the author to establish a goal oriented performance evaluationsystem that includes creating performance index database, designing coefficient of postperformance, building hierarchical performance evaluation model, programmingperformance evaluation plan and managing performance feedback. In the part ofdesigning performance management information system, many elements are considered,such as the confidentiality of data, the design of performance evaluation process and theanalysis of performance evaluation results. Various software tools and advancedtechnologies such as the SQL SERVER2008database, the NET platform technologyand the B/S mode are adopted to realize the intelligentization of the information system. In this way, performance management information system integrates the functions ofplanning, assessing, evaluating, feedback and counting through with the four modulesof system management, evaluation setting, performance evaluation and performancefeedback. The main contents of the thesis include as follows:1, detailedly designs the core-fuction of performance management informationsystem;2, detailedly designs the performance appraisal program which can well matchesMeiShan Tobacco Company;3, detailedly designs the operation process of MeiShan Tobacco Companyperformance management information system.
