The idea of this paper,which is based on the SaaS model enterprise management service platform, comes from the World Bank project——as the sub-project of the system supporting the Mianyang Branch Creative Park enterprise information construction. We hope this paper would help to develop an online service platform system for Mianyang City business park companies. Since there are large majority of small,medium-sized high-tech enterprises, which are not yet standardized in its own management, this brings the issues of diversity-principle development for the system, which means we could supply personalized configuration for all types of enterprises in a short period of time and guide enterprises to standardized management. For these reasons, one part of the source of demand for the platform and design principles derived from the survey of Mianyang Innovation Technology Park, the other part of the design refers to business management specification file business platform system. We would like to build a simple and effective, and with strong expansion function’s platform.This paper, based on SaaS model development, discusses the overall situation of the corporate management services platform and analyzes several functions of Innovation Technology Park business in great needs We have chosen the way of service-oriented development to specific implementation, studied several key technical problems of the platform built on this basis and brought out the corresponding solutions, including the achievement of implementation of multi-tenant, data isolation, data configured, process configurability, role-based access control.Based on analyzing the needs of enterprise management services platform, this paper firstly divides feature packs, which contains procurement management, warehouse management, production management, sales management, material resource planning, engineering services management and financial management. Then it does logic analysis on Static service function module, design the corresponding data structure. Finally, this paper designs the dynamic business enterprise operation process. We proposes the division of the atomic function method, makes the process composition based on the BPEL static Web Service methods and forms available applications.In the last part, this paper studies which techniques would bring the better implementation to build the program. We also analyze the skills for implementation of the platform layer, and supplies several optimization programs to achieve the main functions of the system, which has proved the feasibility of SaaS applications technology program. We hope that it will bring some inspiration to the construction of enterprise information.
