The development of information technologies promotes the vigorous developmentof the information management system. Governments and many public institutionsfocus on the development of Personnel Management System to improve the efficiencyof personnel management and lower the cost. But the present personnel managementsystems do not possess the function of assessing the ideological and political work ofstaff. The current ideological and political assessment work is basically based on theform and artificial transcripts. From the perspective of users, it’s hard to achievestandardization as for the use of form on the whole. It cannot get a full grasp on thereport. Meantime, the paper form is difficult to preserve and backup, thus increasing thedifficulty of reading and management. The quality and efficiency of the work ofideological and political assessment are badly restricted.The topic is designed to meet the requirements of government organs andenterprises on the issue of ideological and political assessment of staff. It can provide atool of good management and specification to make scientific, specific and rationalquantification of standards of ideological and political assessment work. The platformwill be able to wipe out the traditional table-based model of ideological and politicalassessment. By making scientific and reasonable management work flow, it is moreconvenient to discover some ideological problems existing in people and department,which could help determine the main goal of the current ideological and political workand improve the efficiency and effect of the work.The construction of the management system of Personnel ideological and politicalassessment is background in this article. Besides, this essay adopts Delphi as the basicdevelopment tool, and the mature SQLServer2000as the underlying database andhybrid C/S and B/S architecture as the system architecture. We take the fullconsideration of the user experience during the design and implementation of thesystem. Firstly, this article introduces the key technologies like the C/S, B/S and Delphi.Secondly, we analyses the feasibility of the system, refining the related specificbusiness needs. Thirdly, a detailed design and implementation of database is carried out, as well as the database backup solution. Finally, the article makes a systematic anddetailed design and testing.
