In the modern enterprise management system, the computer has been widely used for the company's various services, which has brought a major revolution to the traditional management. For a corporate, how to effectively carry out internal evaluation for staff management has been a new research topic. In order to improve the overall efficiency of management, and speed up the information construction, a personnel evaluation system was designed and implemented for city commercial banks. The system can fully and efficiently carry out the bank's internal assessment for all the internal staff.The system was developed using IBATIS.NET-the entity-relationship framework. IBATIS.NET is a persistence framework based on DotNet platform. It is persistent and loosely coupled. The system adopted this framework can separate the logic and data easily with the advantages of scalability, portability, security. The developers can get rid of some tedious work from developing, which greatly improves the system development efficiency and reduces development time, and greatly meets business development needs. This paper analyzed the IBATIS technology, and designed and implemented a more comprehensive functional assessment of the personnel system.This paper focused on the city commercial bank personnel assessment management. According to the system's actual needs, a popular B/S (Browser/Server) structure and ASP dynamic web development technology, C# language, WindowsXP Professional operating system and SQLServer2000 database were adopted. Through a series of system requirements analysis, design, coding, testing, this system implements the appraisal management, system management, training, psychological testing and other functions. This paper mainly described the design process and pointed out some disadvantages of the system.In summary, we designed and developed a personnel assessment system according to the requests of the city commercial bank and its staff. The result proves that the system has the following advantages:security, stability, rapid development, high-performance, cross-platform, easy to extend, excellent performance. In a word, it is a successful personnel assessment system.
