With the flourishing development of the modernization in Qingbaijiang Area, thescale of the departments of the public institutions continually expands, the newer andhigher demands to the efficiency and standardization for human resources managementin Qingbaijiang area are proposed. at the same time the older human resourcesmanagement in Qingbaijiang Area relies mainly on manual recording, artificial queryworks, which has a lot of flaws and shortcomings, and all of this is no more fit formodern realization. We think it a necessary to develop a new system to keep up thesituation. Our goal is to improve the human resource management efficiency byunderstanding the human resource management operation in public institution.After comprehensive consideration, we decided to select Visual Basic6.0andMicrosoft SQL Server2005as the system development tools. Firstly, did thecomprehensive needs analysis for the Qingbaijiang human resources system. Then,completed the overall design of the system, and designed the seven modules: thedepartment information management, the recruitment information management, theemployee information management, the attendance information management, the salaryinformation management, the training information management, and the systemmanagement, designed the program block diagram by using Microsoft Visio2010anddesigned the database model by using Power Designer15.Then, completed the entiresystem, and describes the main features and user interface, and explain in detail how touse the system to deal with human resources matters, such as the processing of basicinformation about employees, importing external data, and so on.Finally, the system testing was completed. Each of the major functional modules ofthe system had been comprehensive tested. After testing, the system could meet theneeds of users, to achieve the desired functional requirements.
