Therefore, establish a budget-accounting-accounts for Trinity full control services is getting more and more important for all the institutions of higher education to improve their financial information management level. Meanwhile, with the management of budget is getting more stringent for all official departments, appropriate information systems are absolutely required to assist the budget management. Consequently, based on all indications as above, budget information system has become one of the most important parts for financial management improvement.Although there are lots products of budget management system available on the IT market.But these products are mostly for enterprises. Only a few companies, such as FuDan、 TianYi from ShangHai, provide products of budget management for institutes of higher education, meanwhile,there are thousands of high schools all over the nation need such a budget management system. So the market is nearly blank and there is a big gap to be filled!This project, based on the features of the budget business of Sun Yat-Sen university and their experiences of budget management, aims to develop a budget management system for institutes of higher education, which will be developed into a common budget management product for the entire market after function enhancement. Furthermore, this product should help institutes of higher education to gain lead profits after the implementation of new accounting policy for University, it can also improve the marketing competitive of the software company. On the other hand, without the IT support, budget management for university, including projects applying、approving and funding, is so complicated that it may cause low efficiency and heavy work load. Finally, the uneasy processes will postpone the progress of projects, even result in out-of-control management worse. Thus, financial budget management system for institutes of higher education will have a large market potential either now or in the future. To fill the general demand from various schools, which business processes are totally different, this project will import workflow engine and smart forms technology to solve these problems.
