With the rapid development of information technology and network technology, the enterprises take more and more attention to the own construction of informatization.. With the continuous expansion of business scale of our company, the number of large items is increasing. But the financial reporting process is still using the traditional office mode. It can not achieve the financial budget process of large and medium-sized projects and the real-time control. So it causes the cycle of the project declaration is too long and the problem of low efficiency. Therefore, in order to shorten the time of reporting in our various projects, it needs to establish a set of standardized budget reporting system. It can help departments to master budget project and other important information by using the Internet at any time. It can improve the company’s operation of fund effectively and standardize the whole process in the process of project budget of the company. So, it is benefit to the company’s long-term development1. Firstly, this paper introduces the research status and development trend in the management of budget. It analyzes the characteristics of the products that are exist on the market at present. And it proposes the points of interface design and design principle of the management system based on the features of user the daily work and the requirement of budget in the company.2. Aiming at the existing problems in the research of demand, we propose the whole solutions of the budget management according to the actual business needs of the company which is committed to enhancing the budget information management level. It provides a security way to make the the management of budget. It can enhance the efficiency of the fund allocation. Combining with the disadvantages of the company that are exposed in the process of budget management, this paper also considers the possible changes of the budget management in the current and future.3. Based on the overall informatization solution of the budget management, this paper analysis and designs the budget management system. The system adopts the three layers design architecture MVC in the design process. And the main function modules of the system is divided into five modules. They are personal work station function, daily budget reporting function, daily budget adjustment function, daily budget verification function, query and analysis function. Each different function module has many subfunctions, such as project budge, project budget authority, and son on. This paper gives the detail of design and implementation of the five modules. And it presents the design of database. Finally, it makes a comprehensive test of the system. And the debugging and deployment of the system is finished in the internal local area network of the company.
