Web2.0network circumstance has brought library organizational culture new ideas, and also the challenge to the traditional library organizational culture at the same time. Under the environment of Web2.0, library’s human resource management, from the point of view of the organizational culture, is to apply Web2.0’s ideas and technologies on the construction of library organizational culture, so that it can improve the level of library’s human resource management, and also can achieve the strategic objectives of library development.Currently, services of Web2.0has gone deep into the daily life of Chinese Internet users. In universities’ libraries, many technologies of Web2.0have been reflected on their services, however, compared with that, there are only few applications on library organizational culture and human resource management. Under the environment of Web2.0, in order to construct and steady library organizational culture, and also promote universities’ library’s human resource management, Web2.0’s ideas and technologies should be applied on library organizational culture and human resource management, so that it can be a powerful mean to human resource management based on organizational culture. In theory, this issue also provides a new research direction to the library’s human resource management under Web2.0circumstance:the research on library’s human resource management based on the organizational culture, under the Web2.0circumstance.In order to discuss this issue systematically, this paper firstly summarizes the current theories and practice researches of library’s human resource management comprehensively, based on the organizational culture, under the Web2.0environment, though the way of novelty searches, on the basis of which put forward the research context and also the method.Secondly, the research of library’ s human resource management under the Web2.0environment, based on the organizational culture, needs to form a clear cognition about the related concepts. This paper analyzes the basic connotation of library’s human resource management, library organizational culture, and also library’s human resource management, based on the organizational culture, under the Web2.0environment. It also discusses about the relationship between library organization culture and the human resource management, the function of the construction of organizational culture, under the Web2.0environment, on library’s human resource management, the contexts on library’s human resource management, based on the organizational culture, under the Web2.0environment, and also the necessity and feasibility of library’s human resource management, based on the organizational culture, under the Web2.0environment.Thirdly, this paper investigates the readers and librarians of Nanjing university libraries by doing questionnaire, so that the author knows of the recognition and some other aspects on library’s human resource management, based on the organizational culture, under the Web2.0environment, the evaluation of the readers on the quality of librarians’ service under the Web2.0environment, and also their expectation about the library human resource, on this basis, though the statistical analysis, this paper has found some problems and their causes of universities’ librarians’ human management under the Web2.0environment, referred to which the author puts forward some suggestions to the universities’ librarians’ human management, based on organizational culture, under the Web2.0environmentFinally, this paper discusses the way, based on the theories, to achieve librarians’ human management based on organizational culture, under the Web2.0environment. And in this paper, the author specifically elaborates the principles, tasks, methods, model, and appropriate safeguard measures to achieve librarians’human resource management, based on organizational culture, under the Web2.0environment.
