Nowadays, our country’s telecom industry has embarked on the development course of market economy. Competition from the original cyber source dimensions competition, development to take the customer as the center and the quality of service competition. In this competitive environment, how to provide better service, how to improve the telecom service value, how to continue to maintain profits, is the operator in the increasingly fierce competition in the focus of attention to the problem. Telecommunication system broadly refers to support operator management of all IT systems together form an integrated telecom business operation and management platform. Business operation support system is becoming the enterprises’core competitive ability. China Telecom to support system construction the key point lies on the front and back end data, applications and processes for comprehensive improvement.After customer business orders generated in business support system, Service Fulfillment System handles the total service orders OSS process from resources assignment to service activation and service completion. As a link between the CRM system in front—end and Resource Management System in back-end, Service Fulfillment System is the center that plays an important role, which is one of the key point of the telecommunication support system. Meanwhile, Service Fulfillment System is an important guarantee means for China Telecom to enhance services deliverability, to raise customer service standards, and to improve market competition. Therefore, the research and development in Service Fulfillment System is very urgent and necessary.The train of thought in the design, draw lessons from domestic and international NGOSS model, follow the horizontal integration, vertical concentrated (provincial centralized) requirements.In the technical follow the loose coupling, high cohesion principle, so as to improve the system operation efficiency, according to the functional domain level division system, each function module to realize the integrated business support, through the system communication and coordination to achieve a variety of end-to-end business processes. In this paper, from the needs analysis, outline design, build data models, detailed design, coding and deployment running stage, discussed in detail the implementation of the service provisioning system. The system according to the structure of distributed system for application the system.The application of the system can quickly and accurately respond to customer demand for high-quality telecommunications services, greatly optimize business production processes and personnel efficiency. This system can solve long-term problems for fixed network operators in service fulfillment, enhance their ability to services and core competitiveness. The application of the system has obvious economic and social benefits.
