After China Telecom became a full services integrated information service operator in 2008, the value-added telecommunication services have been rapidly developed. When compared to the advantage of traditional fixed network, the BSS of CDMA mobile network were relatively weak. As a value-added business operation department, we have the responsibility of innovation and breakthrough to enhance the operation capability.The article aims to design a BSS especially for BREW service to support daily business-level operation, dealing with customer complaints, and statistical analysis reports.Firstly we analyzed the system functional requirements, and then we defined the business data flow, as well as modularized business functions. The architecture of the system is divided into two parts, the foreground and the background. The Background includes operation monitoring, log analysis, automatically checking, and alarm notification. The foreground includes monitoring data presentation, statistics reporting, business querying, and authority managing. Also we have considered the security reinforcement including log-gin verification, etc. The core of the entire system is business log processing. To improve the efficiency, we used multi-threading in Java to analyze the log, and process data into database.This system is being developed on the base of Java language, using the SSH framework integrated with Tomcat. We also used the Oracle database and other shell scripts to accomplish the functions. We choose the B/S structure for public visitors.After repeatedly testing and validating, the system meets business requirements. The system uses a notification mechanism that allows a fast reaction. Also it offers excellent reporting and data visualization features. The customer service staffs can handle customer complaints directly inquiring on the system. The customer complaint processing time was shortening obviously. The modules of the system are stable, scalable, and reliable.We accomplished the design and development successfully.
