In recent years, the rapid development of information and telecommunication technology has given an impetus to the enhancement of our country's urban information level, which put forward further requests to urban road planning and management. Due to giving priority to handiwork, information degree and technique level in urban road planning and management is very low. Such a situation can not satisfy the requirements of information society. Therefore, it is the key to construct a system which can manage all the planning resource in a scientific way, provide various kinds of planning functions, and realize the workflow and automatization of planning work, for the sake of elevating planning information level.GIS, is a computer information system that can collect, manage, inquire, analyze, operate and represent the information related to geography. The development of GIS technology establishes the technical base for elevating planning information level. By virtue of GIS's powerful functions for spatial information management and analysis, people can expediently construct support platform for urban road planning and management, which will greatly reduce the working intensity, raise the efficiency of labor, and improve the veracity and rationality of planning result.In the present thesis, the author has mainly studied several key techniques applied to the GIS-Based Urban Road Planning and Management System. The thesis deeply analyses GIS's characteristics, studying actuality and application in the field of planning and management, put forward infrastructure, function design and system role management mechanism of the system according to the actual requirements, lay emphasis on applications of technique related to planning information management, spatial data mining and decision support, Web Service-Based geographic information service, as well as spatial information intercommunication and distribution. The system is implemented based on these techniques.
